The decision window

For tableware, linen and guest supplies, specification typically runs from 15 to 9 months before opening and purchasing from 10 to 3 months before opening. There are two ways into a project: through the specification or through the tender. A product that is already in the spec goes into the tender with the best odds.

Hotel operations teams (general manager, director of rooms, housekeeping and F&B leadership) specify OS&E, not the interior design studio. Purchasing runs through a specialised OS&E procurement firm or the brand's own pre-opening services unit, and branded hotels must buy from the brand's approved vendor and local distributor list.

OS&E is bought close to opening and largely by the hotel's operations team or a pre-opening procurement unit, so suppliers who only watch construction tenders find out too late. A project-level pipeline flags the window while there is still time to quote.

What is changing in hotel projects

Refill Dispensers Replace Single-Use Amenity Bottles

EU Regulation 2025/40 and new laws in New York and Washington State force hotels to swap individual toiletry bottles for wall-mounted refillable dispensers. Large chains such as IHG moved early, ahead of the compliance deadlines.

Minimalist Packaging Becomes a Sustainability Signal

Hotels are shifting from small individual bottles to large-format amenities that stay in the room, paired with refillable bathroom dispensers and reusable extras. Hyatt and independent luxury properties cite this as both a cost and a brand-perception move.

Smart Minibars Add Sensor-Based Inventory Tracking

Minibar manufacturers are adding real-time inventory sensors, automated billing and remote diagnostics on top of more efficient cooling systems. This turns the minibar from a convenience fixture into a revenue and energy-management tool, mainly in upscale and luxury properties.

Bluetooth and Keycard Access Reach In-Room Safes

Guestroom safes increasingly support Bluetooth and keycard access alongside traditional codes, with security-management software giving staff password-protected access and clearer audit trails than older mechanical overrides. Vendors frame this as a transparency and guest-convenience upgrade.

Operations Teams, Not Designers, Own the OS&E Brief

Unlike FF&E, which follows the design and construction timeline, OS&E is planned through department requirement, quantity and replenishment cycles run by hotel operations and brand pre-opening teams. That keeps the OS&E buying decision closer to opening day and repeating afterward.
