The decision window

For procurement and project management, specification typically runs from 24 to 15 months before opening and purchasing from 18 to 10 months before opening. There are two ways into a project: through the specification or through the tender. A product that is already in the spec goes into the tender with the best odds.

The owner or developer decides which type of service provider to engage, often in coordination with the brand where a Technical Services Agreement applies; the owner's representative is typically brought in during the concept phase and the FF&E/OS&E purchasing agency is selected 12 to 18 months before opening to align with design and model room work.

Purchasing mandates are awarded well before construction finishes, and 640 projects are inside that window right now. Owners who line up a procurement partner late lose leverage on pricing and schedule.

What is changing in hotel projects

Tariff Uncertainty Becomes Core Procurement Risk

Layered, country-specific tariffs on furniture imports have made delivered FF&E costs unpredictable between order and delivery. Purchasing agencies are revising sourcing strategy and vendor contracts to manage this exposure.

Supply Chains Shift Away From China, Slowly

Vietnam is absorbing part of the sourcing that used to go to China, but trade press reports it lacks the capacity to replace China as the main supplier for components such as drawer slides, chair bases or lighting parts. Diversification remains partial rather than a full substitute.

Early Procurement Involvement Cuts Project Risk

Trade press reporting on purchasing agency principals describes early involvement of procurement professionals as the main lever against tariff and cost volatility, giving owners better visibility into pricing trends before commitments are locked in. Agencies brought in late have less room to balance global and local sourcing.

Property Improvement Plans Get Phased

Owners, brands and lenders are splitting property improvement plans into phases to manage tariff and cost uncertainty rather than executing them in one pass. This shortens the planning horizon for each individual procurement package.

Annual Rankings Fuel Purchasing Agency Visibility

Hotel Management and Hotel Business both run annual surveys and reports on FF&E and OS&E purchasing companies, and agencies use them actively for positioning. This shows the segment itself has a strong interest in being visible in market rankings.
